    If the store has more space and seating for their guests, the store would have a perfect 5 stores. Cafe Noir is conveniently located near all the Korean restaurants in Federal Way so it makes it a convenient dessert place for the end of the night.

    First, there is limited parking. If the lot in front is full, park around the store in the adjoining plaza. When you walk in, please grab a table or a seat when you can because seating is first come first serve and you definitely want to sit at the larger tables if you ordered the shave ice. If you have an insanely large party, there is a "community room" in the back! You can even borrow board games over the counter.

    The brick toast is probably the best group dessert on the menu, but the other deserts aren't bad in any way. Definitely try out the chocolate or strawberry flavor, you won't regret it!

    They don't accept apple pay even they have clover system just because they have to try it twice sometime it works sometimes it doesn't and even if it works, it is slow.  
    Food portions got smaller than before. I don't know if this taste good no more either..
    Cafe is fully packed with students with their laptops doing their homework, because of that no where to seat.

    We've made 2 visits to Cafe Noir in the same weekend.  Cannot comment on many menu items as we've only had coffee, drinks, and a waffle dessert.  No complaints on those items, they were all very nice, including the tiramisu waffle.

    I'll rate other pluses and minuses..
    Pluses:  Large seating area, and many types of seating, from a large couch, to tall tables/chairs, to tables with a long bench and padded seats.  It's a nice place to get work done, as there are outlets available.  Loudness depends on how crowded it is and it was very crowded on a weekend evening.  Clean, single use, lockable restroom.
    Open late!  Very few cafes are open till midnight so it makes for a nice gathering place for singles, families and groups.  If you need a hush-quiet cafe for getting work done, it's not the place.  If you are okay with an active place with talk and laughter in your background, then it's your place.

    Minuses:  These small items kill the vibe for me.  I'm sure it doesn't bother most customers but this is why I knocked down the rating by 1 star.  These signs taped on the wall and on every table, "No outside food or beverages," on the walls, and "Tables only available for paying customers" on each table.  I think that sends a very unfriendly vibe to customers, in my opinion... I'm sure the business maybe had an issue with 1% of customers,  maybe bringing in fastfood or what not?  But why plaster signs everywhere, you just need to put ONE sign at the door, and it's a commonly used sign at that, no need to have signs like it's a middle school lunch hall.  
    Tips:  Ask for your cold drinks in paper cups, so you can avoid using plastic, especially when dining in.  Or ask for ceramic mugs for hot drinks.  And ask for NO straws, as the staff will include them as default.

    The desserts here are wild. The bing-su is plate sized with so many topping options. It is a bit spendy at 15.00, but compared to what you get in the Seattle area Korean dessert places, it's a good deal though I think it's weaksauce that they charge for condensed milk.  Three of us shared a bingsu, and while we ended up demolishing it, we were also painfully full by the end. We also had the crepe cake, which if you are wondering is 20 layers of crepe. You can get chocolate or green tea, and we chose chocolate. It was good. They also have a pastry case and I think they might have sandwiches as well, but I didn't really pay attention to that since it wasn't our focus.  They serve coffee drinks, but it's clear that their bing-su is their draw.
    The cafe itself is quite large with a lot of tables and seating, including couches and armchair nooks. It seems like a place where people post up for a long time. The customer service was okay. It's a nice place to go after eating nearby.

    Came here again with a few others. Still a great hang out spot to chat over dessert! This time, 4 of us shared a soybean one. It was quite delicious! The waffle pieces added to the dish. The small mochi balls were a little bit tough though, since they're sitting in ice. I think it would've been better with condensed milk - next time I might choose that as an additional topping.
